Most travelers try to avoid having to go to city hall, but in Hong Kong people in the know head right up the stairs to the second floor (you'll pass Maxim's Restaurant on the way up). This is my favorite Cantonese restaurant in Central for lunch, a massive dining hall with great views of the harbor and—best of all—dim sum offered from trolleys instead of a menu like most places nowadays, with extras like soup, congee, and noodles listed on an English menu. Be forewarned, however, that there's always a long queue at lunchtime (no reservations are accepted), so try to come early or late. Although it's open also for dinner with lots of choices in fresh seafood and other Cantonese dishes, I find the dim sum lunch scene much more interesting, not to mention cheaper.
